Do Dems Have a Plan?

I've had requests to give more information on the Democratic legislators' budget proposal. I found a story in the Arizona Capital Times (a GREAT newspaper) which discusses the ideas behind their plan. Their actual plan was released a few days after the story was written. The article also illuminates some of the back and forth which goes on down at the legislature.
