Low Taxes: Helping or Hurting?

From the AZ Repubic:

"Our [personal] income tax is the lowest in the nation, except for those states that don't tax income," said Dennis Hoffman, an economics professor at the W.P. Carey School of Business at Arizona State University.

Arizona's highest tax rate or personal income is 4.54%. An Arizonan must make $150,000 (if married it is $300,000) to reach that rate.

Looking at our current budget situation, is having the lowest tax rate (outside of 0%) helping us or hurting us?
