When is $1 Billion not $1 Billion?

Since February I've heard people predicting that a .01 cent sales tax increase would net $1 billion in revenue. Let's set aside the regressive nature of such a tax increase for the moment. Since that time every other revenue prediction has gone down. For example, we once worried about a $3.0 billion budget deficit, then $3.3 billion, now $3.9 billion.

Why does anyone-- much less Governor Brewer-- think that .01 cent sales tax increase would still net $1 billion?
