Legislature nearing budget plan; Brewer's stance unclear

A testy and divided Legislature battled into the night Tuesday, preparing to send Gov. Jan Brewer a budget plan for fiscal 2010 that would cut more than $600 million from state spending but keep government doors open.

Just as critical is what lawmakers didn't pass: Referral to the November ballot of a temporary, 1-cent-per-dollar increase in the state sales tax. Brewer had called the tax hike a cornerstone of a budget agreement she had reached with GOP legislative leaders, but lawmakers remained cool to the idea.

Ultimately, the House and Senate approved budget plans that lacked the tax increase. Now, focus turns to Brewer and whether she'll make good on threats to veto the budget.
