Sneaky


Since when do budgets contain policy?

"There was a lot of good policy in there and that just gets swept away with the stroke of a pen," said Rep. Rich Crandall, a Mesa Republican who chairs the House Education committee.


Budgets are supposed to be just that -- spending formulas. This year's budget contained numerous (and onerous) policy changes which were directly aimed at punishing teachers for their active role in advocating for schools.
